more than 30 states on the development of student growth models for
diagnostic and accountability purposes.

help states and education associations employ student growth in decision
making.
• Currently refining and sharing (through open source development) these
techniques with several states including Michigan, Colorado, Massachusetts,
Indiana, Nevada, Hawaii, Arizona, Georgia, Rhode Island, …
BACKGROUND
• Davie Store contacted me in Spring 2018 to help The Center for Charter
Schools review the school accountability system.
• My goals in reviewing The Educational Goal were:
• Share insights I’ve gained from working with dozens of states/organizations
on the development of accountability systems based upon test outcomes.
• Examine The Educational Goal to identify inconsistencies and/or
redundancies so as to make the systems as transparent to stakeholders as
possible.
• Work as a thought partner with Davie and The Center to identify
fundamental values and ensure those values are instantiated in the
indicators used within the accountability system.
QUESTIONS
1. Please share your thoughts on using a comparison measure such as the Composite Resident District.
2. As you know, the Center has used students who have been in a school for 3 years or more in their evaluation.
Please share your thoughts on this.
3. Knowing that measuring high schools can be challenging, if you were developing a high school accountability
system what might it include?
4. Please share your thoughts on the pros and cons of using norms, college bench marks or MStep linking.
Knowing the Center and what we are trying to accomplish what would you suggest the Center should use?
5. Is the use of 50% appropriate? What are your thoughts?
6. What are your thoughts about using customized targets for schools? Is it all or nothing? In other words, could
you build a system that would say if you meet X you get a standard goal but if you are below it you get
customized goals?
8. Please discuss your thoughts on weighting of growth and achievement at 50/50 for K-8 and 30/70 for high
schools.
9. You discuss the idea of ensuring that the accountability system is not seen as punitive. What would you
recommend the Center does or does not do to ensure it is seen as a helpful tool?
10. Please share your thoughts on the fact that you believe it takes 5 – 10 years for accountability systems to net
the desired result.
11. Please share what you are seeing with inclusion of 21st Century skills in accountability systems.
