A year’s worth of learning
1. No established definition of what “a year’s worth of
learning”.
2. Stakeholders often have very different understandings
of what it means to say a student had a year’s worth of
learning
1. Norm-referenced: Some people think it means they made
typical progress.
2. Criterion-referenced: Some people think it means they made
adequate progress to reach a desired outcome (i.e., growth
to standard).

RICAS
1. Does not have a vertical scale.
2. Scale score subtraction not support. But people will subtract/compare
scores from one year to the next if given the data.
3. Looking at growth data by grade and content area shows substantial
number of students “decline” in scale score even though they demonstrate
typical growth.
4. Given Rhode Island’s growth index cut at 35, the most “natural” place to
establish the “year’s learning” threshold is 35.
5. This would not be sufficient growth to low students up to proficiency
which doesn’t align well with the commissioner’s goal to accelerate
learning.
6. However, it’s possible to communicate that low achieving students need
substantially more than a year’s worth of growth to catch up.
