Research Questions
1. To what extent are there differences between the practices (programs, strategies, or
structures) implemented or adopted specifically to support student achievement during the
COVID-19 pandemic between high impact/high recovery schools, high impact/no recovery
schools, and no impact/high recovery schools?
2. To what extent were practices provided to improve the well-being of students and their
families during the COVID-19 pandemic?
3. To what extent were practices provided to improve the well-being of staff during the
COVID-19 pandemic?
4. What were the contributing factors (leadership, staffing, other resources) that supported
which enhanced the implementation of the practices? What were the barriers (leadership,
staffing, other resources) to implementing the practices?
5. To what extent were the practices or supports continued and monitored after students
returned to school?

Leadership Does Matter!
1. Distributive leadership works well in “normal” situations, authoritative leadership is
necessary during a crisis.
a. Everyone was in crisis mode from March 2020-August 2020
b. Strong leadership adapted existing / implemented new programs quickly and effectively
2. Funding was not a benefit or limitation for recovery
a. Strong leadership went into the community, school funds, foundations – found the
money when needed or paid out of their own pocket for food distribution, providing
masks, providing other health services
b. Strong leadership focused on the whole school community including parents and staff
3. Data use for identifying struggling students was flexible
4. Students this year have substantially more social, emotional and mental health issues
