New Hampshire ELP Proficiency Level Targets Overview, Results & Considerations Damian Betebenner & Adam VanIwaarden Center for Assessment July 31st, 2023

Overview • The following slides provide tables of WIDA-ACCESS pro ciency level targets for students based upon three criteria: • The grade cluster (1-3, 4-7, 8-12) associated with the student’s score (one table per slide) • The current year achievement level (1.0-1.9, 2.0-2.9, 3.0-3.9, 4.0-4.5) of the student • The time frame to reach pro ciency based upon number of years enrolled in school. In general: Years to Reach Target = 5 - Years Enrolled in School • Table values were derived from individual level SGP based English language pro ciency targets calculated across time frames ranging from 1 to 5 years. fi fi fi

Grade 1-3: ELP Pro ciency Level Targets Pro ciency Level Target/min SGT — median SGT — max SGT Years to reach Target 5 Years 4 Years 3 Years 2 Years 1 Year fi fi

Grade 4-7: ELP Pro ciency Level Targets Pro ciency Level Target/min SGT — median SGT — max SGT Years to reach Target 5 Years 4 Years 3 Years 2 Years 1 Year fi fi

Grade 8-12: ELP Pro ciency Level Targets Pro ciency Level Target/min SGT — median SGT — max SGT Years to reach Target 5 Years 4 Years 3 Years 2 Years 1 Year fi fi

Considerations • The pro ciency level targets • One shortcoming associated with targets aggregated by prior achievement level, years enrolled in school and grade cluster is that there is substantial heterogeneity within each group. • Students in grade cluster 4-8, starting at WIDA pro ciency level of 3.0 to 3.9 have a target of 3.8. Note that this target is inclusive of all students from 3.0 to 3.9 • For students starting at 3.0 this target will be much more ambitious than for those at • And alternative approach to using these summary targets is to use the individual level targets for students. This is the approach employed by Massachusetts fi fi
