WIDA-ACCESS ELP Analyses
• Growth models for ELP testing require students to grow at a rate sufficient
to put them “on track” to reach English Language Proficiency (as
determined by the test) within a set time frame.
• Currently, Rhode Island utilizes the WIDA-ACCESS assessment to determine
English Language Proficiency
• Students are required to reach 4.8 on the WIDA-ACCESS to be designated as
English Language Proficient
• Students have 5 years to reach that level.
• Given how few students reach that level, there is interest in possibly
resetting the target.
• States using WIDA-ACCESS use exit criteria ranging from 4.2 to 5.0

WIDA-ACCESS ELP Analyses
• Several states use the criterion-referenced analysis associated with SGPs to
determine targets for students.
• Rhode Island does not use this methodology, however the methodology can
be used to investigate the growth necessary (in terms of a student SGP) to
reach English Language Proficiency
• WIDA-ACCESS data from 2023 was use to investigate the growth necessary
for students to WIDA-ACCESS levels of 4.2, 4.3, 4.4, 4.5, 4.6, 4.7, and 4.8
across 1, 2, 3, 4, and 5 year time frames.
• What is the correct exit criterion:
• Content-referenced
• Norm-referenced (Angoff: “Scratch a criterion and you find a norm.”)
