Illustration of SGP Growth to Standard Variables MCAS 2022 to 2023 Damian Betebenner & Adam VanIwaarden Center for Assessment March 7th, 2024

Data, Data Everywhere • NUMEROUS SGP analyses are conducted for MCAS analyses each year (especially post-COVID) 1. There are two types of analyses based upon the growth norm used: Cohort and Baseline referenced. 2. There are two types of analyses based upon backward and forward looking analyses: SGP (norm-referenced) and SGP Projections (criterion-referenced/growth-to-standard). • 1 and 2 yield a total of four types of analyses, each with a number of variables associated with them that are delineated below.

SGP • SGP analyses are norm-referenced analyses that examine previous student growth (backward looking) in a norm referenced fashion. • Growth norms for SGP analyses can be derived from current (cohort- referenced) or derived from prior data (baseline-referenced) • SGP (cohort-referenced) and SGP_BASELINE (baseline- referenced) • Because SGP can be calculated using more than a single prior, there are also (if requested) SGPs based upon the number of priors used: SGP_ORDER_1, SGP_ORDER_2, … and SGP_BASELINE_ORDER_1, SGP_BASELINE_ORDER_2, …

SGP Projections • SGP analyses are criterion-referenced analyses that are forward looking and utilize existing growth norms (either cohort or baseline-referenced) to establish growth-to-standard trajectories across a designated time-frame. • The most often used standard to reach is “proficiency”, but other standards (e.g., “advanced”) are also utilized. • The usual time frame is 3 years but other time frames can be established. Massachusetts is considering 5 years. • We can only project out to the extent to which there is available test data. • We cannot monitor a student’s progress toward an outcome if there is not assessment data available for the years/grades designated.

SGP Projections • Trajectories (across a given time span: 1, 2, 3, 4, 5, … years) can be established in two ways: • SGP metric: • SGP_TARGET_X_YEAR cohort referenced • SGP_TARGET_X_YEAR_BASELINE baseline referenced • Scale score metric (SGP targets are converted back to scaled scores) • SCALE_SCORE_SGP_TARGET_X_YEAR_PROJ_YEAR_Y • SGPs are constant across the time span of the trajectory, but scale scores are not. Therefore, for each year of the trajectory (YEAR_Y) we have a different scale score. • SCALE_SCORE_SGP_TARGET_BASELINE_X_PROJ_YEAR_Y

Validating MCAS Growth-to-Standard 2022 results • SarahJo investigated results from results I provided in the Massachusetts_SGP data object • I had to go recalculate 2022 data because we didn’t produce projections in 2022. • Rob Curtin asserted: • Growth to standard would be reported as a scale score • Time frame to reach proficiency/level 3 or advanced/ level 4

Validating MCAS Growth-to-Standard 2022 results • I investigated the results that SarahJo came up with and I came up with roughly the same thing (see attached code for investigation) • Looked at students whose: • SCALE_SCORE_2023 was >= SCALE_SCORE_SGP_TARGET_BASELINE_5_YEAR_PROJ_YEAR_1 and • SGP_BASELINE < SGP_TARGET_BASELINE_5_YEAR_CURRENT • tmp.different <- tmp.all[SCALE_SCORE_2023 >= SCALE_SCORE_SGP_TARGET_BASELINE_5_YEAR_PROJ_YEAR_1_CU RRENT & SGP_BASELINE < SGP_TARGET_BASELINE_5_YEAR_CURRENT]

Validating MCAS Growth-to-Standard 2022 results • The results are close to what SarahJo reported previously (and which I said couldn’t be right). • 22,475 cases that are off out of about 625,000 total cases. • One issue that I have to rectify: The current data set doesn’t include cohort referenced scale score projections but does include baseline referenced scale score projections (which is what I used for the above statistics) • Need to review: • Discrepancies between scale score target and SGP target • Why no cohort referenced projections occurred.
