  1. RHODE ISLAND PARCC 2016 SGP ANALYSES Damian W Betebenner National Center for the Improvement of Educational Assessment Dover, NH June 13th, 2016
  2. BACKGROUND • 2016 SGP analyses of Rhode Island PARCC data were conducted in December, 2016 • Analyses were conducted using PARCC scale scores (instead of theta values) and scale scores for prior NECAP. • Of the 4 PARCC states we work with on SGP analyses, 3 are using theta values. • Pearson will return SGPs calculated using theta values.
  3. SGP BASICS • SGPs can be calculated using 1 or more prior scores. • Analyses run by all states use multiple priors, when available, sometimes up to the maximum available # of priors. • SGPs, regardless of number of priors used are uncorrelated with initial achievement (i.e. the 1st prior). • SGPs are uncorrelated from year to year. • Even though individual level SGPs are uncorrelated with prior achievement, that doesn’t mean aggregates of SGPs (e.g., median SGP at school level) are uncorrelated with prior achievement. • median SGPs can be correlated with prior achievement because of actual differences in schools, measurement error.
  4. AGGREGATE SGPS • The purpose of these analyses was to investigate school level SGPs using 1 and 2 priors. • PARCC analyses will utilize a single prior (all they have) whereas Rhode Island can calculate SGPs using more than a single prior. (Again, PARCC will calculate using thetas.) • Multiple priors reduces the impact of measurement error in the calculation of SGPs. • This, in turn, will reduce the correlation observed between the beginning achievement level of groups of students and the average growth of those students.
