Scratch a criterion and you’ll find a norm
William Angoff
Since the early development of the Colorado Growth Model and articulated
Betebenner (2009) Norm- and Criterion-Referenced Student Growth I’ve argued
that a complete characterization of student progress must include both a
norm and criterion-referenced component.
SGPs are the only growth (or VAM) methodology to seamlessly integrate
norm- and criterion-referenced understanding of growth.
• What is: How much growth did the student demonstrate?
• What should be: How much growth did we want the student to
demonstrate?
• What is reasonable: How much growth was reasonable to expect?
As part of growth model development in Georgia, they desire growth to
standard results using both their CRCT and EOCT tests.
Georgia’s current testing systems tests students in Grades 3 to 8 in 5 content
areas with EOCT tests in 10 content areas.
Georgia’s testing system required significant enhancements to the way in
which student growth projections were produced in the SGP to allow for:
• Student growth trajectories to be produced across an arbitrary set of
grades and content areas.
• Previously, trajectories were calculated across canonical content area/grade
progressions (e.g., Reading up to grade 8)
The enhancements are a part of a broader development effort to produce
“career and college readiness” trajectories.
