How would OEAA communicate a standard change and break in trend?

Asked by: the committee, in Session 3 — Accountability Growth Methodology Targets.

Answer given: OEAA “hasn’t gotten that far in planning and is still questioning whether or not a new growth calculation should be done and how we would communicate this to schools.”

Why it matters. Adopting the Nearest Grade Average Method touches all grades and would require an announced break in trend — every longitudinal comparison across the boundary year becomes invalid. An announced break has to be announced before the results, not explained after them, and schools under accountability pressure will read any discontinuity in their favour or against it depending on which way it moves.

This is the practical face of ESSA Plan Constraints and it is currently unplanned.
