Prefer fewer forms with less overlap

The advice. “It is better to have fewer forms with less overlap than many forms with lots of overlap.”

Why. This is the governing principle behind the committee’s whole response to Session 4. The contract requires OEE to maximise the number of meaningfully different forms, and OEE has been reading that as maximising the count. The committee is saying the adjective binds harder than the noun: three genuinely distinct forms serve security and fairness better than eight forms that are variations of one.

It also resolves an apparent conflict in the group structure, where the highest-volume group is permitted a form count carried over from the old contract rather than derived from Michigan’s own volumes.
