Research whether AGPs are actually used, and used effectively
The advice. “It would be helpful to have research done to see how the NGA are used and (if they are) being done effectively.”
Why. The entire growth-target debate assumes AGPs inform behaviour in schools. Nobody in the room could say whether they do. OEAA’s own account is that districts and buildings “want to know what they need to do to get the students to meet target” and need to evaluate whether a miss was a time issue or an instructional-model issue — which describes a demand for the metric, not evidence of its productive use.
Changing the target methodology without knowing how the current target is used risks improving a number nobody acts on.
