Present the growth methodology work to MERA

Why. MERA is a Michigan research audience that would engage with the methodology on its merits and is closer to the districts that consume growth results than a national technical committee is. The committee is explicitly recommending a second, differently-situated review before OEAA commits — appropriate given that the change would require an announced break in trend that cannot be undone.
