Define incidence categories for Michigan
The advice. “Could you have different categories for Michigan (that is, what constitutes a high-, medium-, low-incidence) and then develop the plan from there?”
Why. The four-group structure and its 4–8 form range were inherited — the 4–8 figure explicitly “was what was written in the old contract.” Michigan’s actual distribution of certification test volumes is knowable, and OEE is already “examining volume to determine how many candidates take the exam each year” as part of its strategy. The category boundaries should follow from that distribution rather than from a prior contract’s assumptions.
Getting the boundaries right is a precondition for Define ‘meaningfully different’ per incidence group — a per-group overlap rule is only as good as the groups.
