Survey whether elementary and high schools interpret growth data the same way
The advice. “Could you survey across schools to determine if elementary schools and high schools interpreting their data the same way?”
Why. The same AGP means something structurally different at grade 4 and grade 11 — one has three years of runway, one has one — and the corpus contains no evidence that schools understand this. If high schools read their targets as a comparable statement of expectation rather than as a compressed one, then the over-identification problem has a communication component as well as a methodological one, and NGA would fix only half of it.
