Give districts an interview guide instead of a test
The advice. “Could develop a guide for districts for questions or information to ask during interview.”
Why. The most radical of the four alternatives, in that it declines to solve the problem with an assessment at all. OEE’s own account of what a passing MTTC score buys is that it “allows a district to interview a candidate” — the hiring decision was always the district’s. An interview guide strengthens the decision at the point where it is actually made, without building an instrument the state must then defend.
Limit. It does not produce an endorsement. If Michigan requires a credential on the certificate, this supplements rather than substitutes — which is why it sits alongside Use higher conjunctive cut scores on the existing test rather than replacing it.
