Define the purpose of the endorsement assessment

The advice. “OEE needs to define the purpose of the assessment”: What does having the endorsement on your certificate signify?

The answer offered in the room: it means that you know the content that is in the standards.

Why. That answer is the reason the committee rejected the constructed-response proposal. If the endorsement certifies content knowledge against a set of standards, a selected-response instrument with a conjunctive cut can support the claim — see Use higher conjunctive cut scores on the existing test. Constructed response would be required only if the endorsement certified something a candidate must produce: an argument, a lesson, an analysis. It does not, on OEE’s own account.

This is the endorsement-side twin of Define the inference the MTTC actually defends. Both say the same thing: name the claim before choosing the instrument.
